Sexy is an attitude, and a state of mind. I will confess this though. I feel better when my hair is longish. The few times i've got ati it off in an above the shoulder bob...I felt ugly. I definitely "prefer" long hair and especially appreciate women over 40 wearing their hair long and down. For me its obvious association: "long hair = feminine & sexy", though how long and how styled is another question. I'd say NO SHORTER than shoulder length (in the back), though I personally love ultrashort bangs (in the front) cut into long hair (curled at the bottom) - what makes it extremally sexy and feminine.
